CLOSURE NOTICE

The Municipal Office is closed until further notice due to the COVID-19 virus, so no in-person payments can be accepted at this time. Please see below under "Paying your Bill" for options. You may also pay by cheque at the dropbox at the municipal office. 

Please note we cannot accept cash at this time.

Utility Bills


Middlesex Centre issues monthly utilities bills for water and/or wastewater (sewer), depending on the services offered in your area. All properties are charged a stormwater management fee.

Utility Bill - Information

Rates:

Due Dates:

  • Water meters are read twelve (12) times a year and billed accordingly. Stormwater also is billed monthly.

Late Payments:

  • Penalty/interest of 5% is charged on overdue accounts on the first day of default.
  • If the account is not paid within 60 days, a statement is sent out with a $5 statement fee. Thereafter the balance will be transferred to the property tax account.
  • Failure to receive a bill does not relieve the customer from the finance charge or a transfer to the property tax account.
Utility Bill - Receiving your Bill

Unless otherwise indicated, customers receive their utility bill (water, wastewater and/or stormwater) by mail during the first two weeks of the month.

Customers may opt bills through one of the following methods:
 

Email Billing

The municipality offers customers the opportunity to receive their utility bill by email. Receiving your bill by email allow customers to receive bills immediately and easily file these important documents electronically for future reference.

  • To sign-up, complete the Email Billing Sign-Up Form. This form is also available in pdf. Note that depending on when you sign-up in the billing cycle, you may receive one further paper bill.
  • If you would like to be removed from email billing, please send us an email or a letter by mail. 
     

Canada Post - epost Digital Mailbox

An epost digital mailbox is a simple and secure way to organize and manage your bills, statements and essential documents online.

Ecommerce

Ecommerce is a web service that allows residents to login to access current and historical bills.

Utility Bill - Paying your Bill

Customers have several options for paying their utility bill:
 

PRE-AUTHORIZED PAYMENT PLAN (PAP)

Internet or Telephone Banking

  • The payee name is listed as "Middlesex Centre Utilities"
  • You may already have another account (taxes, dog licencing) under this payee.  If so, you will need to setup an additional utility account for your Water & Wastewater payment.
  • Use your water billing account number and use all 10 digits. The Payee name is listed as Middlesex Centre Utilities. Please allow time for processing.
     

Bank

  • You can pay at any authorized financial institution on or before the due date.
  • Must be your financial institution and transferred from your account. 
     

Mail

  • If you are paying by cheque via mail, allow sufficient time for delivery.
  • Please make cheques payable to “The Municipality of Middlesex Centre.”
  • A NSF fee will be charged for any returned payments.
  • Payments received after the due date will be subject to penalty.
     

IN-Person Payment by Cash, Cheque or Debit

  • Payment can be made at the municipal office between 8:30 am and 4:30 pm, Monday to Friday, at 10227 Ilderton Road in the village of Coldstream.
  • Credit cards are not accepted
  • Please make cheques payable to “The Municipality of Middlesex Centre”
  • A NSF fee will be charged for any returned payments.
Utility Bill - Moving & New Accounts

Please note there is a $25 set-up fee for new accounts.

Moving to a new home/new address in Middlesex Centre? To set up a new account, please fill out the Request a New Water Account Form. Note that accounts must be in the name of the owner of the property, however bills can be sent to a tenant for payment.

Move to a new-build home in Middlesex Centre? Please contact Water Billing prior to requesting a new water account to ensure your new-build home is registered in our system.

Moving out of your current home? To request a final meter reading, please fill out the Final Meter Reading Form.

Tax Billing & Payments


Middlesex Centre collects property tax on behalf of the municipality, Middlesex County and local school boards. You can learn more about your property tax is calculated and billed on our taxes and assessments page.

Property Tax -  Information

Due Dates

Interim taxes are based on 50% of the previous year’s taxes. 

Interim bill due dates for 2020 tax year are:

  • February 28
  • May 29

Interim bills are mailed out around the first week of February. 

Final bill due dates for 2020 tax year are:

  • August 31
  • November 30

Final bills are mailed out around the first week of August.
 

Late Payments

  • Penalty/interest of 1.25% is charged on overdue accounts on the first day of default and the first day of each month thereafter. In addition, a statement is sent out with a $5 statement fee every month in default. 
  • Accounts overdue for two years, may be subject to a tax arrears certificate (tax registration lien).
  • Failure to receive a bill does not relieve the customer from the finance charge or tax arrears certificate.
Property Tax - Receiving your Bill

Residents and businesses will receive tax bills by mail or can request to receive their bills through through the following methods:
 

Email Billing

Receiving your property tax bill by email will allow you to receive bills immediately and easily file these important documents electronically for future reference.

Property Tax - Paying your Bill

Payment of your property taxes bill can be made as follows:

Pre-Authorized Payment (PAP) Plan

Ten automatic withdrawals from your bank account on the 15th day each month (February to November) or automatic withdrawals from your bank account on the four installment due dates. See the pre-authorized payment plan form for more information.

Please note: You will still receive a bill from the municipality if you pay by PAP.  It will say "Pre-Authorized Payment Plan in Effect. Do Not Pay." across the bottom of your bill.

 

Internet or Telephone Banking

  • The payee name is listed as "Middlesex Centre Tax".
  • You may already have another account (water, dog licencing) under this payee.  If so, you will need to setup an additional utility account for you property tax payment
  • Use your property roll number for your account number and use all 19 digits (if only 15 are allowed, leave of the last four zeros).
  • RBC users will need to exclude the first 4 digits "3939" and enter the remaining 14 digits only.
     

Bank

  • Bills can be paid at any authorized financial institution on or before the due date.
  • Must be your financial institution and transferred from your account. 
     

Mail

  • If you are paying by cheque via mail, allow sufficient time for delivery.
  • Please make cheques payable to “The Municipality of Middlesex Centre”
  • A NSF fee will be charged for any returned payments.
  • Payments received after the due date will be subject to penalty.

Property Tax - Moving
  • There is no need to contact us if you are moving unless you haven’t received a tax bill. The tax account (roll number) stays with the property. 
  • Please contact your lawyer for any tax adjustments between owners.
  • Note there is a $25 set-up fee for new property tax accounts.

Dog Licencing


All dogs in Middlesex Centre must have a valid licence and dog tag. There is no charge to get a dog licence.
